NEWPORT – Oregon State Police arrested the captain of a fishing boat Thursday on accusations of operating his vessel under the influence of drugs and endangering and menacing his four crew.
Anthony F. Green, 36, of Springfield was operating the F/V Southern Horizon, an 89-foot tuna longliner based in San Diego, when the U.S. Coast Guard notified state police about 8:35 p.m. Thursday that they were escorting the vessel into Newport. The Coast Guard said there was a warrant for Green’s arrest and that he was possibly under the influence.
In a probable cause affidavit filed in Lincoln County circuit court, Trooper Alexander Munsee said he went to the Port of Newport’s international terminal where he said Green was having difficulty docking, yelling at his four-member crew, “making statements he that he would kill them all” and acted erratically once the boat had docked.
Munsee said he arrested Green but that he had difficulty following instructions and “repeatedly got amped up and was yelling about things that didn’t make sense.” In his affidavit, Munsee said Green denied using drugs. But the four crew members told Munsee that Green used a THC pen and had been threatening to hurt or kill them for days.
One crew told Munsee that Green had intentionally steered toward a ship Thursday and a few days prior “due to having a delusion they were stealing fish from him,” according to the trooper’s affidavit.
Police took Green to the Lincoln County jail and got a search warrant to take blood samples for evidence. “While at the jail,” Munsee wrote, “Green has continued to be amped up, yell and appeared to be delusional.”
Green is charged with operating a boat while under the influence, four counts of recklessly endangering others and four counts of menacing.
