Narrative Summary
eCrash – On 3/6/20 at approximately 240PM I observed a southbound silver Dodge vehicle overtake a southbound green Chevy SUV near milepost 134 of US Highway 101. After overtaking the Chevy, the Dodge merged quickly back into the southbound lane and collided with the Chevy. Vehicles pulled to the side of the road and driver of the Chevy aggressively confronted other driver. Driver was ordered back to his vehicle by police. Driver complied. No injuries were reported. Vehicles sustained light damage. Driver of Dodge vehicle was cited for failure to drive within lane. Driver of Chevy was cited for no operator’s license.

Narrative Summary
On the evening of March 9, 2020, the Oregon State Police responded to a four vehicle traffic crash blocking Hwy 101 near mile post 123. The crash investigation found UNIT # 1 (red Chevrolet sedan), UNIT #2, (black Toyota SUV), and UNIT #3 (silver Ford truck) were stopped as there was a delivery truck in front of UNIT #1 preparing to turn left (west) onto an intersecting roadway. UNIT #4 (black Dodge truck) failed to stop in time and crashed into the rear of UNIT #3 creating a chain reaction with UNIT #3 crashing into the rear of UNIT #2, and UNIT #2 crashing into the rear of UNIT #1. The driver of UNIT#4 displayed signs of impairment and consented to and performed poorly on standardized field sobriety tests. The driver was placed in custody for DUII and transported to the Lincoln County Jail where he provided a breath sample revealing a blood alcohol content of 0.08%. The driver was cited in lieu of custody. UNIT #1 drove away from the scene. UNIT #2 made their own tow arrangements through Rowley’s Towing. UNIT #3 made their own tow arrangements through Lincoln City Towing. UNIT #4 was towed from the scene by Car Care Towing.

Narrative Summary
On 3/9/20 at approximately 11:27 pm I was southbound on US 101 near milepost 130 when I noticed a blue sedan parked and partially blocking the southbound lane of Otter Crest Loop. The vehicle was running and the interior dome light was on. The male driver was slumped forward and unconscious. A cutting board with a credit card covered in white powder was in plain sight on the center console. When the driver sat up a plastic baggie containing several tablets of Xanax was plainly visible in his lap. The driver consented to and performed poorly on SFST’s. He was taken into custody for DUII and transported to Lincoln County Jail where he consented to a breath test rendering a result of 0.00% BAC. The driver consented to a complete DRE evaluation and provided a urine sample for testing.

Narrative Summary
***E-CRASH*** On 03/10/20 at approximately 12:40 PM, a single-vehicle crash occurred on SR-18 around milepost 3. Vehicle # 1 (black Altima) was negotiating a leftward sweeping curve when, for an unknown reason, spun and traveled over the shoulder on the south side of the roadway. #1 crashed into the sideslope earth on the south side of the roadway and came to an uncontrolled rest facing west. No injuries were reported, both occupants wore safety restraints, no airbags deployed.

I contacted the driver due to multiple issues and during my contacted the driver was impaired. Tests were performed after ROHRS Admonishment was read. I observed signs of impairment on the tests. The driver was arrested and transported to the Lincoln County Jail where he provided a valid breath indicating a 0.18% BAC. The driver was lodged. The vehicle was left with a work passenger.
