***eCrash Report*** On 01/23/2020 at approximately 12:00 PM, a silver, 2013 Porsche Boxster was eastbound on US Highway 20 near milepost 17 in heavy rain conditions. As the driver attempted to change lanes, he lost control of the vehicle and spun counter clockwise across the westbound lane. The vehicle struck a fog marker before coming to an uncontrolled rest along the north shoulder of the highway. The vehicle sustained minor damage but was not able to drive out of the vegetation. No other vehicles were involved and there were no injuries sustained. The driver of the vehicle caught a ride home from bystander where he was later contacted by an OSP Trooper. The driver made his own arrangements for the towing of the vehicle.

Narrative Summary
The driver a 2004 Chevy Trail Blazer and was westbound on highway 34 when he drove off the shoulder to the north and severely damaged the vehicle after going into a person’s yard. The driver brought a 1991 Ford F2500 to the scene and drove on top of some fixtures nearby. The driver could not speak and was difficult to communicate with. I observed signs of impairment and continued to during the HGN test. The driver was transported to Newport where he provided a voluntary blood sample. The driver was cited in lieu of custody for the crime of DUII and Reckless Driving. The blood sample will be submitted to be analyzed.

A Ford Mustang was driving westbound when the driver went into a ditch. The driver of the mustang had arranged a ride for his mother and friend to pick him up. When the arranged ride arrived the driver of the Toyota Tundra was impaired. During voluntary field sobriety tests the driver continued to display signs of impairment. The driver was arrested for DUII and transported to the Lincoln City Police Department where he provided a breath sample indicating a 0.22% BAC. The driver was cited in lieu of custody.

***eCrash Report*** On 01/25/2020 at approximately 11:44 AM, Unit #1, a white, 2014 Toyota Prius was westbound on Three Rocks Road approaching the intersection of US Highway 101 at milepost 104. The driver of Unit #1 was traveling too fast and failed to stop for the stop sign at the intersection and nearly struck two vehicles that were northbound on US Highway 101. While attempting to avoid the northbound vehicles, Unit #1 collided with Unit #2, a white 2011 Freightliner CMV pulling a loaded chip trailer was southbound on US Highway 101 through the intersection. Unit #2 was pushed off the roadway and overturned in a ditch along the southwest side of the intersection. Unit #1 was struck in the rear and travelled back across the northbound lane where it struck a tree along the east side of US Highway 101. Both occupants of the Prius were transported to the Samaritan North Lincoln Hospital for treatment of non-life-threatening injuries. Unit #1 was towed from the scene by Car Care Tow Pro. ODOT Incident Response responded to the scene to assist with the recovery of the commercial motor vehicle and trailer. Units from North West Fire Fighters Environmental responded to assist with the fuel and contaminant leakage into the Salmon River Estuary area. Burden’s Towing and Muffler of Tillamook responded for the removal of the CMV tractor. Coordination for the removal of the loaded trailer are ongoing and will take several days to complete. OSP was also assisted at the scene by the Lincoln County Sheriff’s Office, PAC West Ambulance, and North Lincoln Fire and Rescue. The driver of Unit #1 was interviewed at the scene and later at the hospital where he cooperated. The driver of Unit #1 was issued a citation for Careless Driving.

The reporting party discovered four firearms on the rocks along the coastline. The firearms were recovered and in poor condition as they were covered in rust. On the evening of January 31, 2020, the Oregon State Police responded to a driving complaint on a vehicle swerving all over the roadway as it travelled south on Hwy 101 leaving Lincoln City. The vehicle was located near Depoe Bay and additional poor driving was observed. The driver displayed several indicators of impairment but refused to participate in field sobriety tests. The driver was placed in custody and transported the Lincoln County Jail where he refused to provide a breath sample. A warrant was applied for and granted for the driver’s breath and blood. The blood draw was executed at a Newport area Hospital and the driver provided a breath sample under the search warrant which revealed a blood alcohol content of 0.23%. The driver was lodged at the Lincoln County Jail for DUII – Felony, DWS Misdemeanor, Reckless Driving, and Fail to Carry and Present License. The vehicle was towed from the scene by Car Care Towing.

***E-CRASH*** On the late morning of February 1, 2020, the Oregon State Police responded to a non-injury, non-blocking two vehicle traffic crash on Hwy 101 near mile post 128 in Depoe Bay. The crash investigation found UNIT #1 (silver Ford pick-up) made a left turn from a parking lot on the east side of Hwy 101 to turn south onto the Hwy. UNIT #2 (silver Ford SUV) was stopped at an intersection near the opposite side of the roadway where UNIT #1 entered the highway. UNIT #2 then made a left turn to go north bound onto Hwy 101. UNIT #1 struck UNIT #2 in a T-bone fashion in the A lane of Hwy 101 south bound. Both parties exchanged information and made their own arrangements to have their vehicles towed from the scene.

On 2/2/20 at approximately 12:27 am I contacted a green Mercedes SUV (969KYE) on a routine traffic stop near NW Coast St and NW 8th St in Newport. Upon contact the driver exhibited numerous signs of impairment and smelled strongly of alcohol. The driver refused to perform SFST’s. The driver was taken into custody for DUII and the vehicle was released to passengers. While taking the driver into custody a concealed 9mm handgun was discovered and seized for safekeeping. The driver was transported to Lincoln County Jail where he refused to provide a breath sample. While being inducted into jail, a deputy located a second concealed weapon on the driver, a five round mini-revolver concealed in his front waist band. This weapon was seized as evidence. A warrant for breath and blood was applied for and obtained. The driver provided a breath sample in compliance with the warrant, rendering a result of .12% BAC. The driver was lodged in Lincoln County Jail on charges of DUII – Alcohol, Reckless Driving and Supplying Contraband.

On the afternoon of February 2, 2020, the Oregon State Police received information on a male subject associated with an RV that was refused service at the Newport Liquor Store and left southbound on Hwy 101 from the location. The RV was located and contacted at the South Beach State Park after observing the vehicle pull into the location. A female was contacted and observed operating the RV. The female displayed signs of impairment and admitted to being under the influence. The female consented to perform field sobriety tests and further signs of impairment was observed. The female was placed in custody and transported to the Lincoln County Jail where she provided a breath sample revealing a blood alcohol content of 0.15%. The female was lodged on the charge of DUII. The RV was left at the location as it was legally parked.

On 2/2/20 at approximately 10:07 pm I was dispatched to a single-vehicle crash which occurred on US 101 mile post 111, near the intersection of North Clancy Rd. Unit #1, a white Honda Civic (098LCP), was northbound and negotiating a curve in rainy weather when the driver reported losing control while changing his music. The vehicle spun 180 degrees while crossing the opposing lane of travel and came to an uncontrolled rest in the roadside brush down the embankment off the southbound shoulder. While conducting the crash interview the driver exhibited signs of impairment and admitted to drinking alcohol earlier in the evening. The driver consented to and performed poorly on SFST’s. The driver was taken into custody and transported to Lincoln City Police Department where he provided a breath sample rendering a result of .08% BAC. The driver was cited and released on charges of DUII – Alcohol and Reckless Driving. The vehicle was recovered and towed from the scene by Car Care Towing.
