Narrative Summary
On February 21, 2020 at approximately 10:04 pm I stopped a black 2020 Mercedes-Benz that was travelling 92 mph in a posted 55 mph area. During my contact with the driver she showed signs of impairment. The driver performed voluntary field sobriety tests where I continued to observe impairment. The driver was arrested for DUII. The driver was transported to the Lincoln County Jail where she provided a breath sample over two hours later which measured at a 0.02% BAC. The driver also provided a urine sample due to suspicion of drug impairment. The driver did not consent to a DRE evaluation. The driver was cited in lieu of custody for DUII to a friend. Her property that had been removed from the vehicle was given back to her. The vehicle had been towed for safe keeping by Coast Towing in Newport.

On February 21, 2020 at about 10:28 pm, a traffic stop was conducted on a vehicle on US-101 near milepost 141 in Newport, OR (Lincoln County) for ORS 811.375 Unlawful/Unsignaled Lane Change. During the contact, the operator was noticeably impaired by intoxicant and was asked to consent to SFST’s, which yielded the arrest of the operator for ORS 813.010 Driving Under the Influence of Intoxicants (DUII). The operator consented to two samples of their breath yielding a BAC of .05%. The operator’s vehicle was parked in the arrest location. The operator was criminally cited for DUII-Alcohol (ORS 813.010). The operator was released outside a local hotel in Newport, OR.

Narrative Summary
On 2/22/20 at approximately 730AM I observed a northbound vehicle moving at a high rate of speed around a left sweeping corner, in a construction zone near milepost 166 of US Highway 101 near Cape Perpetua. I turned and initiated a traffic stop. Driver was visibly intoxicated. Driver initially refused to perform tests, then consented after hearing partial ROHR’s admonishment. Driver displayed numerous signs of impairment, admitted to consuming alcohol, and was arrested for DUI Alcohol. Driver was transported to Lincoln County Jail and provided a breath sample measuring a blood alcohol level of .07%. Driver was under 21 years of age. Driver was cited and released for DUI. Vehicle was released to a passenger. Lincoln County Sheriff’s Deputy assisted at the scene.

On the afternoon of February 22, 2020, the Oregon State Police performed a DMV query on a vehicle traveling south on Highway 101 near mile post 153 in Seal Rock. The registered owner of the vehicle was found to be DWS Misdemeanor. OSP viewed the owner’s DMV photograph and followed the vehicle as it pulled into Driftwood Beach State Park. The owner was found to be the driver of the vehicle and confirmed being aware of his license being suspended. The driver was issued a citation for DWS Misdemeanor in lieu of custody as there was a passenger with a valid license in the vehicle.

Narrative Summary
Occurred on Bay Ave in Newport. A male and female who both appeared to be highly intoxicated were contacted walking on the sidewalk on Bay Ave. During the conversation, the OSP Trooper offered to call them a cab multiple times and advised both of them not to operate a vehicle due to their high level of intoxication. Approximately ten minutes later the male was observed getting into a silver sedan and leave the area towards Hwy 101. The vehicle was stopped on Abbey St near Hwy 101 and the male driver consented to SFST’s. The male driver was arrested for DUII and refused the breath test at the Lincoln County Jail. The Trooper obtained a search warrant and a sample of the male driver’s blood was taken at the Newport Hospital. The male subject was lodged at the Lincoln County Jail in Newport.

***E-CRASH*** On the afternoon of February 23, 2020, the Oregon State Police was dispatched to a minor injury two vehicle traffic crash on Hwy 20 near mile post 4 in Toledo. The crash investigation found UNIT #1 (BMW Convertible) was travelling west on Hwy 20 when it crossed into the oncoming lane of travel and struck UNIT #2 (Ford Truck) in a side-swipe fashion. ***E-CRASH*** On the evening of February 23, 2020, the Oregon State Police responded to a single vehicle traffic crash on Hwy 18 near mile post 12 outside of Rose Lodge. The crash investigation found UNIT #1 (Dodge Truck) left the roadway for unknown reasons and crashed into the ditch of the highway shoulder. The driver of UNIT #1 was reportedly travelling home to the Oregon Coast from Idaho when he “dozed” off and went into the ditch. The driver was cited for Failure To Drive Within Lane.
