NEWPORT – Police arrested two people on accusations of prostitution and practicing massage without a license Tuesday after a two-month investigation of activities at Amazing Lotus Spa, 831 N.E. Avery St.
The arrests followed serving search warrants at the spa, which rented space in the ArtFit building, and in a home on Northeast Eighth Street, according to a news release from the Newport Police Department.
Police arrested Jia Hui, 63, and Bing Li, 67, both of Newport, on charges of prostitution and practicing massage without a license. Amazing Lotus was incorporated in February 2025, according to state records, and is owned by Dandan Wei.
In a news release, police said the search warrants were the result of an investigation that began in March after they saw “the business was advertising on a well-known prostitution/adult escort website and alluding to commercial sex acts being offered at the spa.”
During the investigation, police said surveillance at the business “observed activity inconsistent with the normal business patterns of legitimate massage establishments.” During the search of the home, police said investigators located large quantities of cash “and additional evidence related to services allegedly being offered at the spa beyond unlicensed massage activity.”
Police said they were assisted by the Oregon Department of Justice, and police from Lincoln City and Tillamook.
