A 49-year-old Gleneden Beach man was shot and killed by police Wednesday afternoon after he fired on them as they arrived at his home to investigate a bias crime from last week.
In a news release Thursday, Lincoln City police said Daniel E. Noonan was shot at his home on Highway 229 during an exchange of gunfire with Oregon State Police and Newport Police Department officers. Noonan was taken to Samaritan North Lincoln Hospital where he died.
The news release said state police were investigating a bias crime that occurred June 11 at the intersection of U.S. Highway 101 and Highway 229. Various social media posts and a GoFundMe campaign the past week said a man had damaged a pop-up fruit and vegetable stand operated by a Hispanic couple and then had harassed them.
State police had developed probable cause to arrest Noonan for various bias crimes, the news release said, and were seeking to arrest him when they went to his house at 3:51 p.m. Wednesday.
Within moments of their arrival, officers contacted a man who immediately engaged them in gunfire, the news release said, and officers “responded with deadly physical force.”
Police said no law enforcement personnel or community members were injured during the shooting. Officers who fired at Noonan were placed on administrative leave in compliance with agency policies and Senate Bill 111 protocols, police said.
The shooting is being investigated by the Lincoln County Major Crimes Team, led by the Lincoln City Police Department, in coordination with the Lincoln County District Attorney’s Office.
It is the first officer-involved shooting in Lincoln County since November 2024.

It is hard to comprehend how someone could have such rage in his heart against people who are different than him. Rage to motivate him to not only physically attack the victims but to get into a deadly standoff with law enforcement.
