A special education teacher at Newport Middle School has been named a regional winner in the Oregon teacher of the year competition.

Kacey Baxter is the regional teacher of the year for Lincoln, Benton and Linn counties through a partnership between Oregon Department of Education and the Oregon Lottery.
“Her leadership has been instrumental in reshaping the special education department, setting new standards for what is possible in public education,” said principal Marty Perez.
Regional teachers of the year are nominated by students, colleagues, administrators, friends or family members, according to a Lincoln County School District press release. Applicants submitted testimonials and letters of support which are judged by regional representatives on leadership, instructional expertise, commitment to equity, community involvement, understanding of educational issues, vision, and professional development.
“Mrs. Baxter has created such a sweet, efficient, organized, synergistic, friendly and inclusive classroom,” a colleague wrote for her nomination. “The culture in her room is the most outstanding I have ever experienced.”
Baxter has been at Newport Middle School since 2023. On Friday, Baxter was honored with a surprise all-school assembly.
Each regional teacher of the year wins a $1,000 cash prize and is in the running for Oregon’s 2025-26 teacher of the year, which will be announced in October. The teacher of the year receives $10,000 with an additional $5,000 going to their school.
