EXEMPTION FROM COMPETITIVE BIDDING FOR A PUBLIC IMPROVEMENT
OREGON COAST COMMUNITY COLLEGE EXEMPTION FROM COMPETITIVE BIDDING FOR A PUBLIC IMPROVEMENT NOTICE OF PUBLIC HEARING
The Oregon Coast Community College (OCCC) Board of Education, acting as the Local Contract Review Board (LCRB), will conduct a Public Hearing at 7:00 PM on Tuesday, February 25, 2025, both in-person and via Zoom. The purpose of the public hearing is to hear comments on OCCC’s draft Findings in support of an exemption from competitive bidding under ORS 279C.335(2) for the New OCATT and Renovations Project. OCCC is requesting the exemption to allow the use of an alternative procurement method known as “Construction Manager/General Contractor (CM/GC) Request for Proposals.” The CM/GC contracting method involves the CM/GC in creating a final constructible design, allowing potential costs and schedule risks to be addressed early. Selection of the CM/GC will be based on a combination of qualifications, technical approach, and fee. If approved by the LCRB, the exemption from competitive bidding will permit the OCCC to engage in a Request for Proposals process for the procurement of a CM/GC for the Project.
