Narrative Summary
On 5/14/21 at approximately 4PM I observed a southbound Ford Explorer driving with two deflated tires near milepost 143 of US Highway 101. Vehicle continued southbound. I turned behind the vehicle and illuminated my emergency lights. The driver yielded and stopped. I contacted the driver who told me he was unaware he was driving on deflated tires. Lincoln County Dispatch reported the SUV had previously struck the curb on the Yaquina Bay Bridge. Subject exhibited signs of impairment. I observed a used needle on the passenger seat. Subject performed field sobriety tests and was taken into custody. Subject provided a breath sample and provided a urine sample. Subject was cited and released in lieu of lodging at the jail due to Covid restrictions. Vehicle was towed by Coast Towing.

Narrative Summary
eCrash – On 5/15/21 at approximately 730PM a group of motorcyclists were allegedly in the roadway near milepost 31 of US Highway 20 near Blodgett, Oregon. An eastbound unit 2 (silver Nissan Maxima) braked abruptly in an attempt to avoid colliding with the group. Eastbound unit 3 (black Dodge Challenger) collided with the rear end of unit 2. Eastbound unit 4 (gray Volkswagen) collided with the rear-end of unit 3. No injuries were reported. A motorcyclist associated with unit 1 (Harley Davidson motorcycle) was issued a citation for impeding traffic. The operator of unit 3 arranged for his own tow. Driver of unit 4 arranged for a tow for his vehicle. Unit 2 was driven from the scene. Unit 1 suffered no damage. Lincoln County Sheriff’s Office assisted at the scene.

Narrative Summary
On 5/15/21 OSP was dispatched to a two vehicle collision which occurred on US 101 near mile post 135. Lincoln County Deputies arrived on scene first and advised the offending driver had fled the scene. Deputies located the offending driver a short time later and detained him until OSP units arrived. A crash investigation was conducted which showed Unit #1, a black Cadillac (533KJZ) was southbound and making and illegal pass when the driver lost control and rear-ended unit #2, a dark blue Chevy Impala (783MUD). The driver of the Impala was transported to Pacific Communities Hospital for non-life-threatening injuries. During a crash investigation the driver of the Cadillac exhibited numerous signs of impairment. He consented to and performed poorly on SFST’s and was taken into custody for DUII. The driver provided a blood sample to law enforcement and admitted to consuming alcohol and other controlled substances prior to the crash.

I observed a subject digging clams in Alsea Bay and repeatedly give them to another subject that was with him. I made contact with both subjects as they finished digging and inspected their shellfish license and clams. It was determined the subject had dug 40 cockle clams (2 x the daily bag limit) and given 20 of the clams to the other subject. The subject digging the clams was cited for Dig Another’s Clams and warned for Exceeding Daily Bag Limit of Clams. The other subject was warned for Aiding/Counseling/Sharing in the Proceeds of a Fish & Wildlife Offense. 20 clams were seized and donated to Newport Senior Center.

Narrative Summary
Near milepost 1.5 on Highway 18 a crash occurred at approximately 2:51 pm when a westbound black Honda CRV crossed the center lane line and crashed into an eastbound Pontiac Vibe. The driver of the Honda was alone and signs of impairment were observed from this driver. The driver and passenger of the Pontiac were transported by ambulance to the hospital in Lincoln City for treatment. Both vehicles were towed by Car Care Towing. The driver of the Honda performed voluntary field sobriety tests and impairment continued to be observed. The driver of the Honda was arrested and transported to the Lincoln City Police Department where she provided a breath sample indicating a 0.15% BAC. She was cited in lieu of custody for DUII, Reckless Driving, and Reckless Endangering.

On 5/17/21 I was dispatched to a driving complaint involving a red sedan on US 101 near mile post 130. I located and stopped a red Nissan Sentra (052LYZ) on US 101 near Beverly Beach State Park. The driver and passenger exhibited numerous signs of impairment and there were open containers of alcohol and numerous cannabis products in plain sight within the vehicle. The driver consented to and performed poorly on SFST’s and was taken into custody for DUII. The passenger was cited for Minor in Possession. The driver was transported to Lincoln County Jail where he consented to a breath test rendering a result of .12% BAC. The vehicle was towed from the scene by Coast Towing.

(ecrash) On 5/18/21 at approximately 7:35 am I was dispatched to a single vehicle crash on US 101 near mile post 130. Unit#1, a gray Dodge Ram, was southbound, negotiating a curve on wet asphalt when the vehicle broke traction and spun out across all lanes of travel. The vehicle struck an earthen embankment on the northbound shoulder, where it came to an uncontrolled rest. The driver stated his traction control was inoperative. The vehicle was recovered by Rowley’s Towing.

A person stopped for speeding was subsequently arrested for DUII/CS after an investigation revealed the operator was impaired. The driver was found to be driving while suspended and driving uninsured. The vehicle was towed to impound by Coast Towing of Newport. The operator was transported to the Lincoln County jail where he provided a breath sample of BAC .00. The operator provided a urine specimen and submitted to a DRE evaluation performed by Sergeant Wertz. The operator was cited and released.
